                                            TENDER NOTICE

                 Sealed tenders are invited by BHEL Bhopal in two bid system (Techno-commercial bid & price bid) from the contractors registered with BHEL/Rly/C.P.W.D./PWD/ Housing Board/ Nagar Nigam/RES/Govt./Semi Govt./Govt. Undertakings/working contractors in BHEL for the following civil work. BHEL reserves the right to go in for reverse Auctioning for this tender.

1.1    Last Date for Selling of tender by post        :   09.11.2011

1.2    Last Date & time for Selling of Tender       :   16.11.2011  Upto 3.00 PM  

1.3    Last Date & time for submission of tender :    18.11.2011  Upto 11.00 AM

1.4    Date & time of  Opening  of tender             :    18.11.2011  2.00 PM

        1.5  All the envelopes should be dropped in the tender box (green box) available in tender room at  Ground floor, Administration building before 11.00 AM repeat before 11.00 AM of opening  date of tender. All the envelopes will be removed from the tender box at 2.00 PM for  numbering and entering in the register.( Divisions authorized representative should be  present at 2.00 PM along with necessary files and register) Tender received after 11.00AM will be treated as LATE   TENDER. Such late tender will not be considered under any circumstances. 

1.6   Tenderer will be permitted in tender room to witness the tender opening from 2.00 PM onwards only.

1.7   BHEL reserves the right for reverse auctioning in this tender.

2.   PAN number and ESI no.  is essential to be submitted by the tenderer for participation in Tender. Documents such as PF no. are not a pre condition for participation in tender. PF no. shall, however be required to be submitted by the contractor before deployment of contract labour to commence the work. The Contractor has to obtain and submit the central labour licence as per prevailing rules after award of work / LOI.

3.        The tender cost is to be deposited through Demand Draft drawn in favour of BHEL, Bhopal or   cash.  An amount  of Rs.100/- will  be charged extra if the tender document is required by post. However, if tender is down loaded through our web site, the same may be submitted directly with Draft

        as tender Fees.

4.       All corrections/corrigendum will be given in our website www.bhelbhopal.com ONLY and shall not be published in press. Therefore all the tenderers/ bidders are requested to be in touch with our website www.bhelbhopal.com , till the last date and time for submission of tender.

  6.    Tenderers have to bring their authority letter from their respective companies for witnessing of  tender opening.

  9.   The Earnest Money by Demand Draft drawn in favour of BHEL-Bhopal or cash is to be  deposited with BHEL. EMD is to  be  submitted along with bid. 

10.   The party must have phone & mobile facility for effective communication during the  entire Contract period. The numbers   are to be submitted along with bid.

  11.   Qualifying Criterion :                                 

        11(i).Technical/Work Experience: To assess the technical capability of   the   Tenderers /contractors, documents showing work of similar nature such as industrial shed work of minimum clear height of           5.0 m (NOTE: clear height will be considered from top of floor upto bottom of trusses) consisting of concrete work, structural steel work and roof sheeting work in a single work order successfully completed by the tenderers/contractors during last seven years ending as on 30.09.2011 should be submitted by them along with the technical bid. However, certificates obtained from private customers shall not be considered under any circumstance.

11(ii) Financial Capability: To assess the financial capability and eligibility of the tenderers/ contractors, documents showing work of similar nature such as industrial shed work of minimum clear height of 5.0 m (NOTE: clear height will be considered from top of floor upto bottom of trusses) consisting of  concrete work, structural steel work and roof sheeting work in a single work order successfully executed by them during last seven years ending as on 30.09.2011, either one work not less than Rs. 50.0 lakhs or two works of not less than Rs.35.0 lakhs each or three works of not less than Rs.25.0 lakhs each must be submitted by the tenderers/contractors along with technical bid. However, certificates obtained form private customers shall not be considered under any circumstance.

All the contractors registered in PMD of FCX in category CVL-001, class-A & above are also eligible for qualification in financial criterion. However, the above referred contractors in PMD of FCX are, compulsorily required to fulfill the technical criterion as mentioned at 11 (i) clause above.

12.0    BHEL reserves all right to cancel any or all the tenders without showing any prior notice  or cause.

13.0    Delay in execution of work may cause penalty as per existing rules.

14.0      In case, past performance of the tenderer is found to be unsatisfactory, BHEL have the right to  may not consider the tender.

15.0     The tenderer must put their seal and signature in every documents submitted in the Bid. A copy  of   Work  Completion   certificate  should be submitted along with the bid.  Bids submitted by the tenderer with incomplete documents may not be considered without any further correspondence because time is the essence of the contract.

16.0   Quoted rates must be inclusive of all taxes, duties, incidentals etc except service tax , which is to be specified with service tax registration number & proof thereof.

17.0        The rate should be exclusive of service tax and the same is payable extra against showing the same in  invoice and indicating service tax registration no. Total tax payment receipts must be submitted to FCX before finalization of bill of the work for reimbursement otherwise BHEL will not be responsible for payment of service tax. The service tax registration no. & invoice bill have to be submitted for the payment.   

18.0  On the tender opening date only, Techno-commercial bid will be opened. Price bid of Techno-commercially qualified tenderers shall be opened/offered through Dynamic Sealed Bid in case of reverse Auction on pre-intimated date.
