TENDER NOTICE NO-MOD/CIVIL/10051152

Sealed tenders are invited from the experienced and financially sound contractors fulfilling Qualifying Criteria mentioned in Tender Document for the below mentioned work . Tender is invited in two bid system (One is techno-commercial bid & other is Price Bid) in different sealed envelopes, and both sealed envelopes properly marked “Techno commercial Bid” and “Price Bid” respectively should be placed inside a bigger envelope/cover & submitted on or before the specified date and time (mentioned below) at the address specified in the tender document.

Ø       Tender Document can be collected from the office of DGM Modernization Division (Civil), located at: Block-II, Western Annexe, Ground floor, Opposite Fire Station, BHEL, Bhopal.

Ø       Tender documents can also be down loaded from our BHEL, web-sites www.bhelbhopal.com  & www.bhel.com

Ø       All subsequent corrigendum/amendment shall be published only on website and not in press. Hence, bidders are advised to always be in touch with our said website until the tender is finally opened.

Ø       Late Tenders are liable for rejection.

Ø       The tender cost of Rs 2000/- is to be remitted through Demand Draft drawn in favour of BHEL, Bhopal or to be deposited in Cash in BHEL Cash section. An amount of Rs. 500/- will be charged extra if the tender documents are required by post. BHEL shall not be responsible for any Postal delay. If tender documents are downloaded from BHEL web-site, cost of documents of Rs 2000/- have to be remitted by DD along with Techno-commercial Bid.

Ø        The amount of EMD may be deposited through Demand Draft / Pay order drawn in favour of BHEL, Bhopal or by Cash deposit in BHEL cash section. (As permissible under income tax act).DD/Cash receipt to be enclosed with Techno-commercial Bid.

Ø       BHEL reserves the right to accept or reject any of the bid / all the bids or cancel or withdraw the invitation of tender without assigning any reason whatsoever and in such case no bidder / intending bidder shall have any claim arising out of such action by BHEL

2.0       Bidder’s qualifying criteria are as follows.

2.1  The Average annual financial turn over of the bidder during the last 3 years ending 31st March 2010 should not be less than Rs 65 Lacs.

2.2  The bidder should have the experience of having successfully executed similar civil works during last 7 years ending 30/06/2010 amounting to values mentioned as under in a completed/running contract.

  (1) Three works each valuing not less than Rs 90 lacs

                             Or

          (2) Two works each valuing not less than Rs 110 Lacs

                             Or

(3)     One Work valuing not less than. Rs 175.0 Lacs

Similar work shall mean construction of industrial buildings/commercial building/factory shed/workshop shed/power plant buildings of minimum height of 15 metre.

2.3  The Bidder must possess PF, ESI, PAN and service tax registration number in their names

2.4   The Bidder should submit a written declaration along with their techno-commercial bid that upon award of work before start of concreting work they would install at site a portable/stationary RMC Plant of minimum capacity 15 cum/hr with concrete pumps & other accessories of adequate capacity required for concreting work.

Declaration of any sort made by the bidder in their bid shall be binding on them and deviation at later stage from this shall be reckoned as act of renegation which may lead to disqualification of bidder against this NIT as well as for future business dealing with BHEL as per BHEL procedure.

Note:-    

(i)   All the above mentioned criteria should be met by the bidder himself and                   not by any associate bidder.

(ii)  The bidder is required to submit documentary evidence in support of each of the above qualifying criteria.

3.0   Delay in execution of work shall attract penalty @ 0.5% per week or upto 10% of the contract value. (For detail refer tender document)

4.0   BHEL reserves the right to disqualify any bidder on the basis of unsatisfactory past performance in any division or unit of BHEL or other PSUs or any Govt. Organization.

5.0   BHEL reserves the right to conduct Reverse Auctioning in place of sealed price bid opening for deciding L-1. For details RA condition refer tender document.
